Clough AMEC maximises the life and profitability of our client’s assets by delivering reliable, schedule driven and cost-effective brownfield services. Currently we are seeking an experienced Senior HSE Advisor – Offshore to provide high quality service within our client embedded team.


The Bayu-Undan offshore facilities consist of a floating storage and offloading facility (FSO) and three fixed platforms, a remote wellhead platform (WPI), and a compression, utilities and quarters platform (CUQ) and a drilling, production and processing platform (DPP). Maximum POB across the field of 104.


About your new opportunity:

The main function of this position is providing health, safety and environmental support to all facets of Operations and to promote a healthy and safe working environment for all personnel.  A key component of the role including helping Clough AMEC with Local Content commitments through the mentoring and coaching of three Timor-Leste HSE advisors. 


This is an exciting opportunity to take on a consultative mentoring role with our team of 3 offshore HSE Advisors working back to back on our Bayu-Undan project.


Your key responsibilities will be:

  • Improve and develop HSE practices, by communicating HSE policies, procedures and standards and recommending effective preventative action programs to all personnel
  • Actively support the chosen Behavioural Based Safety System through facilitation and owners of the behavioural based program
  • Actively engage, mentor and coach Timor-Leste HSE personnel to achieve development objectives
  • Assist with emergency response planning, scheduling, training, and exercises including any lessons learnt from exercises
  • Manage and coordinator the effective implementation of Inductions
  • Assist with Industrial Hygiene exposure assessment sampling
  • Co-ordinate and participate in HSE audits including tracking of corrective actions raised from audits to ensure timely close out
  • Co-ordinate the investigation of HSE incidents to determine root causes using tools such as TapRooT/Human Factors or Learning Teams
  • Participate as required in and manage associated risk assessment databases including Job Hazard Analysis, What If studies, confined space risk assessments and HAZID’s
  • Ensure timely reporting of HSE related incidents and activities and monitor associated action items to ensure timely close out
  • Ensure readiness of key HSE equipment including mobile/portable rescue equipment, medical facilities, security systems and spill response equipment
  • Actively engage with the HS Committee advising on all HSE related issues
  • Assistance with the management & training of licenses and equipment such as; Dangerous Goods Licence, Poisons Permit, Gas detection equipment and Authorised Gas Detector personnel
  • Provide assistance and advice on operational plans such as; Waste Management Plan, Environmental Management Plan, Environmental Monitoring Program
  • Be conversant with current and proposed OH&S legislation and advise Field Management and their team of relevant requirements and implications


Key skills & experience we’re looking for:


  • Tertiary qualification in Occupational Health, Safety and Environment or equivalent workplace experience
  • Substantial HSE experience in Oil & Gas or similar industry
  • Ability to build and nurture strong relationships in a diverse work force paired with strong communication and interpersonal skills
  • Strong leadership and supervisory skills that enable the ability to positively influence others
  • Demonstrated initiative and ability to work independently and as part of a team



  • Good knowledge of maintenance related engineering problems, welding processes and construction processes
  • Offshore experience is an advantage
  • Certificate in Management System Auditing
  • Certificate IV in Workplace Training and Assessment
  • Root Cause Analysis Training
  • Provide First Aid certificate
